TABOR is under a coordinated, two-prong attack — and both aim to silence voters.
First, HJR25-1023 seeks to sue the taxpayers by asking the courts to overturn the Taxpayer’s Bill of Rights entirely. It’s waiting for debate on the House floor and is backed by lawmakers who can’t stand that voters get the final say on tax increases. Even worse — they want to force taxpayers to fund the lawsuit that overturns their own will. This is a direct assault on constitutional rights and basic democratic principles.
Meanwhile, HB25-1327 is on a fast track. It already passed the House and will be heard TODAY in the Senate State, Veterans, and Military Affairs Committee, immediately after the Senate finishes floor debate. This bill quietly guts the citizen initiative process — the very tool we use to protect TABOR. It imposes steep fines, shortens already tight timelines, and adds new bureaucratic barriers designed to trip up grassroots campaigns.
These aren’t random. They’re deliberate. One seeks to wipe out TABOR in court. The other tries to block citizens from defending it at the ballot box.
Voters have already rejected these tactics at the polls — but the political establishment keeps coming back.
